1. Membership in 4-H is open to every Manitowoc County youth from Kindergarten to one year after graduation from high school. Re-enrollments are due each October 31. New enrollments will be accepted throughout the 4-H year (October 1-September 30), but to exhibit projects at the County Fair, enrollments must be in by May 1. The deadline for adding or changing projects is also May 1. 2. Manitowoc County 4-H is open to any youth eligible for membership, regardless of race, color, creed, religion, sex, national origin, disability, ancestry, sexual orientation, pregnancy, marital or parental status. 3. All volunteers must complete an Enrollment Form The Adult Orientation/Youth Protection Application Form, and the Annual Volunteer Behavior Expectation Form. They also must have an approved criminal background check on file and attend the Volunteer Orientation training to be a bona fide member of the 4-H Leaders Association and to be covered by 4-H liability insurance and receive volunteer mailings. |

4. An organized 4-H club must have at least 5 members from three or more families. 5. Clubs will pay all enrollment fees when enrollments are turned in to the county Extension office. Clubs will be billed an annual family fee on May 1 of each year. Monies and records will be kept by the UWEX office with an annual adjustment made each year by the Leaders Board of Directors. The family fee is to cover partial expense for literature, accident insurance and miscellaneous postage (based on the number of families in each club). 6. If 4 or more members enroll in a project, it is the responsibility of the club to try to locate a project leader. (This does not mean the project leader has to come from the local club.) 7. To be eligible for teen opportunities and interviews, all candidates must have a completed record book and Member Evaluation Form (M.E.) (Example: State 4-H Youth Conference, citizenship Washington Focus, National Trips and Other Awards) where it applies. 8. 4-H members may graduate from 4-H if they have graduated from high school and have completed three years of active 4-H membership or have remained in school one year after high school graduation. The graduation certificate will be presented in the year of completion. 9. Illegal use of alcohol, non-prescriptive drugs, tobacco, or firearms by a 4-H member, or acting in any manner unbecoming of a 4-H member at 4-H sponsored activities will result in forfeiture of all trips and awards and participation at the county and state fair as a 4-H member for one year from date of the incident. 10. Manitowoc County 4-H clubs and committees need to be aware that if their club's treasury's gross receipts total more than $15,000, all monies earned may be subject to the current sales tax laws. Financial records are the club's and committee's own responsibility and must be reported annually to the UW-Extension Office to comply with the laws of the State of Wisconsin for non-profit organizations and Wisconsin 4-H Youth Development policies. This is compulsory and not a matter of choice. 11. Leaders, parents, and members of the Manitowoc County 4-H Program shall not solicit its own group for his/her profit. 12. Disciplinary action will be taken against any youth or adult who does not abide by the 4-H policies. Each situation will be evaluated by the Leaders Board of Directors and appropriate measures will be taken at that time. |
