These guidelines are general to the horse project and are subject to change. Please refer to the current rules and regulations for each 4-H activity/event a member plans to attend (i.e., Manitowoc County Junior Fair, Wisconsin 4-H Horse Expo, Area Animal Science Day, etc.). The Horse Committee follows the By-Laws/Policies/Guidelines of the Manitowoc County 4-H Program, that are listed in the Manitowoc County 4-H Family Handbook. The 4-H member (including parents/guardian of member) enrolled in any horse project is encouraged to attend and participate in the 4-H horse related activities and events. 1. MEMBER PROJECTS v OWNERSHIP: An ownership project is the animal being owned by the member or member's family. The member is involved with the care, training, and showing of the animal. v MANAGERIAL/LEASING: A managerial project is the animal being owned by someone other than the member or members of the family. The member is involved with the care, training, and showing of the animal. v HORSELESS HORSE: This project is the non-owning, non-leasing and non-managing of an animal. The horseless horse person must be working with a current 4-H horse project member (buddy) or leader. The same horse may be shown by both members (or member and leader). This is the only horse the horseless horse member may show. The project member is eligible to show/exhibit only in horseless classes at any 4-H activity/event. 2. ANIMALS v There will be no distinction between grades or purebred/registered animals. v Colt may be exhibited/shown in the broodmare and foal class, and as a weanling. Stallions over the weanling age are not permitted to be handled by a youth member at any 4-H activity/event. v Measurements for pony size are 56" and under. If the height is in question at an activity/event, a measurement may be made in accordance to the Wisconsin 4-H Horse Association Guidelines. v The death of a project animal does not count against the completion record of the project member. 3. MANITOWOC COUNTY JUNIOR FAIR-ANIMAL SUBSTITUTION v Refer to the Manitowoc County Expo, Inc., 5201 Vista Rd, Manitowoc, WI 54220, (920) 683-4378 for specifications of the rule changes for the current year. v If substitution is needed, the animal must be enrolled in the same class that the original project animal was entered. (Example: if a horse dies, another horse may be exhibited/shown in the same class-a pony may not be entered in its place.) 4. HORSE RELATED INFORMATION v The UWEX-Manitowoc, Manitowoc County Office Complex, PO Box 1150, Manitowoc WI 54221-1150, (920) 683-4169 has access to horse related information, and can be obtained, checked out, and/or contacted through the 4-H Youth Agent. Examples include: Video films/slide series - Horse Information Binder - Hippology Stations - American Horse Council Directory WI State Horse Specialist - Extension Animal Scientist - Horse Industry Handbook - ETN's 5. HORSE RELATED ACTIVITIES v The Horse Committee meets the second Tuesday of the month at the UWEX-Manitowoc, Manitowoc County Office Complex, 4319 Expo Dr, Manitowoc at 7:00 pm. The Horse Committee plans and implements horse related enrichment experiences: Programs at Horse Committee Meetings - Open Arena - Horse Shows (live & model) - Spring Horse Camp Trail Ride - Fair - Clinics/Workshops/Seminars/Demonstrations v Other horse related activities/events include: · Wisconsin 4-H Association Area Animal Science Days - Horse Shows/Clinics/Workshops/Seminars/Camp/Trail Rides Wisconsin 4-H Expo/Gymkhana/Hunter/Dressage Shows - Wisconsin 4-H Horse Leader Conference · Other Horse Related Events Horse-A-Rama - Midwest Horse Fair (Wisconsin State Horse Council Fund Raiser) 6. PARTICIPATION PROGRAM v This incentive program has been implemented and designed to encourage interest and involvement in the activities offered through the 4-H Horse and Horseless Horse Project. Members need to meet mandatory requirements to show in the Manitowoc County Junior Fair Horse and Pony classes. These requirements are stated in the current year Participation Book. First year members not meeting the requirements are considered "on probation" and must meet the requirements the following years! 7. MISCELLANEOUS v Safety Equipment Inspected (SEI) approved helmets, with harness fastened, are required to be worn by all youth 19 years and under who are mounted or driving an animal at any 4-H activity/event. Adults are REQUIRED as role models to also comply. v The Wisconsin 4-H Horse Project Guidelines can be obtained from the 4-H Youth Agent at the UWEX-Manitowoc, or online at http://4h.uwex.edu/onlinpro/documents/08_Equestrian_Guidelines.pdf v The 4-H horse project educational activities/contest are: Clothes Horse - Woodworking - Drawing Contest - Art Contest - Hippology Contest Horse Bowl Contest - Judging Contest - Model Horse Show - Photography Contest Poster Contest - Speech Contest - Demonstration/Illustrative Talk v Members' Participation Books are to be evaluated by the Horse Committee. v To be eligible for any horse related opportunities, the member must be considered a "member in good standing" in their respective 4-H club, and can be asked to present the current year's Participation Book to the Horse Committee.
