By-Law 2 - PURPOSES |
|
1. To plan, promote and implement educational programs and activities as listed in the guidelines in the area for Horse Science for Manitowoc County youth and their leaders. |
|
1. All 4-H Horse Project members, youth leaders and adults, enrolled in Manitowoc County are eligible to participate. 2. Membership or participation in 4-H is in no way limited or prohibited by race, color, sex, creed, disability, religion, national origin, ancestry, age, sexual orientation, pregnancy, marital or parental status, arrest or conviction record, or membership in the national guard, state defense force or any other reserve component of the military service. |
By-Law 4 - OFFICERS |

1. Officers shall be Chairperson, Vice-Chairperson, Secretary and Treasurer. |
By-Law 5 - ELECTION OF OFFICERS |
|
1. The Officers shall be elected at the annual meeting in September by ballot. Terms of officers shall run for the 4-H year, October 1 through September 30. 2. Vacancies of offices during a term may be filled as in Section 1. 3. Officers to remain in good standing may not exceed two (2) consecutive, unexcused absences. 4. The officers and chairperson of the committee may not serve more than two consecutive years. All officers need to be from different clubs if possible. |
By-Law 6 - OFFICERS' DUTIES |

1. The Chairperson shall preside at all regular and special meetings, and perform such other duties as usually attached to the office. 2. The Vice-Chairperson shall assume the duties of the Chairperson when the latter is absent or for other reasons unable to act. 3. The Secretary shall record minutes of all meetings, and perform such other duties as usually attached to the office. 4. The Treasurer shall receive and disburse funds of the Committee, and perform such other duties as usually attached to the office. 5. The Officers shall serve as the Executive Committee in emergencies. 6. See the Manitowoc County 4-H Leader Association By-Laws for specific duties of each office. |
By-Law 7 - MEETINGS |

1. Meetings shall normally be conducted monthly. 2. Robert's Rules of Order shall govern meetings of the Committee. 3. Voting members are any registered adult horse project leader, and any youth horse project member in 7th grade or above. |
By-Law 8 - SUB-COMMITTEES |
|
1. Sub-Committees shall be appointed as deemed necessary by the Manitowoc County 4-H Horse Committee. 2. The Chairperson shall be a member of all Sub-Committees with voting privileges. |
By-Law 9 - FUNDS |
|
1. All funds received shall be used to further purposes of the Manitowoc County 4-H Horse Committee as determined by the Committee. |
By-Law 10 - FUNCTIONS OF THE COMMITTEE |
|
1. Report to the Finance Committee, Leader's Board and Leader's Association Annually. 2. Submit a list of guidelines and goals, annually, to the Leader's Board for approval by December 1. 3. Any other by-laws or policies need to be submitted to the Leader's Board for approval by December 1.
